The Minsk Office embodies all of the nearshoring benefits and services, fully embraces Ciklum unique Own Team model and provides access to one of the world’s best IT talent pools.

In only 15 months the Ciklum Minsk Office has reached 100 people and needed a larger property to achieve its ambitious growth goal during this year, which is to double the headcount. As a result, in January 2012 Ciklum Minsk has moved to the new business center &ldquo;Azimut&rdquo; where it currently occupies two floors.

The new office facility fully matches Ciklum overall office look and standards policy. The office is conveniently located in the city center and has comfortable meeting rooms fully equipped with white boards, projectors, and other devices necessary for effective on-site meetings and conference calls. By the end of Q1 2012 Ciklum Minsk will have a spacious event and lounge area to be used for staff recreation as well as hosting different IT meetups and events and clients’ networking.

Moving to the new office will allow Ciklum to provide even better working conditions and networking opportunities to employees in Minsk and, as a result, to observe higher client satisfaction rates.

	<title>The European IT Outsourcing Market 2012: A Race To Maturity?</title>

  <p align="left">The European IT Outsourcing (ITO) market has been dynamic and quite consolidated in 2011. Within the European Union it has been ruled largely by an increased demand for external resources and innovation as well as strive for cost-saving, multi-vendor management and focus on lower-cost yet skills-abundant nearshore locations. During 2011 the myth that outsourcing is for large and mature companies only has finally been busted as more high-tech startups and Small and Medium Enterprises (SMEs) started their ITO journeys. Compared to 2010, a 10 to 15 percent increase in the number of outsourcing SMEs has been observed across Europe[1].&nbsp;</p>

  <p>The year 2011 has seen both an extensive use of ITO services in traditional niches such as IT and Telecom, and a rapid penetration of ITO into the innovative lucrative niches such as digital media, mobile computing, online gaming and others. </p>

  <p>While it is yet too early to make any forecasts for the 2012 European ITO market volume, increase or decrease in outsourcing activity and the overall IT spending, it is still possible to identify some of the trends that will most likely be ruling the market throughout this year.</p>

  <h2>1. Lack of domestic resources will boost sourcing decisions </h2>

  <p>Recent European ITO research conducted by <a href="http://www.itsourcing-europe.com/IT_Outsourcing_Reports.html" >IT Sourcing Europe</a> reports lack of domestic resources and slow time to market (TTM) as some of the key factors that are likely to influence corporate sourcing decisions in 2012. The latest Report on the European STEM (Science, Technology, Engineering and Math) skills conducted by <a href="http://www.businesseurope.eu/" >BusinessEurope</a> generally supports IT Sourcing Europe&rsquo;s findings. For instance, Germany was lacking around 88,000 employees with ICT skills in 2011 and 77% of the Austrian companies reported difficulties in recruiting talent in the technology field in 2010[2]. On the pan-European scale, the estimated shortage of qualified ICT staff is expected to reach almost 400,000 jobs by 2015[3]. </p>

  <h2>2. Nearshoring will continue attracting Western European companies </h2>

  <p>IT Sourcing Europe’s latest surveys of the European non-outsourcers demonstrate that in most of the EU countries companies would transfer their IT support / development rather nearshore than offshore if they make such a decision in the near future[4]. </p>

  <h2>3. ITO service providers will be challenged to offer their clients innovative business models </h2>

  <p>Cumulative 56% of today’s in-house development companies polled admitted that innovative engagement models were very important or somewhat important determinants in their future choice of the ITO partners[5].</p>

  <p>By offering innovative service delivery models, ITO providers will be able to fix some of the most critical issues that faced the European ITO buyers in 2011, such as insufficient communication, hidden agenda and delayed delivery[6]. </p>

  <p>As more innovative models such as <a href="http://ciklum.net/it-outsourcing-services/own-dedicated-nearshore-offshore-software-development-team-Eastern-Europe-Ukraine-Belarus-Pakistan/" >Own Agile Development Team</a> show up, the entire outsourcing concept will most likely change: ITO buyers will be able to in-source innovation and technology expertise while outsourcing processes. This will allow them to enhance and update in-house knowledge and capabilities and nurture own pool of highly motivated and loyal cross-border IT staff. In addition, ITO buyers will finally get rid of the concerns related to the loss of managerial control of own IT projects (which is the case in many traditional project-based ITO models). </p>

  <h2>4. The buzz around cloud will most likely die out </h2>

  <p>According to <a href="/bitrix/redirect.php?event1=&amp;event2=&amp;event3=&amp;goto=http%3A//www.cio.com" target="_blank" >CIO.com</a>’s predictions, IT leaders will be looking more critically at the risks and value of cloud-sourcing in 2012[7]. It is expected that more rigid firm policies on cloud regulation will be developed, and companies willing to cloud-source their solutions will scrutinize the privacy laws in the countries to house the data. This will undoubtedly force Central and Eastern European nearshoring hubs to considerably revise and modify their existing data safety laws, but it will not happen in the foreseeable future as if by magic. That been said, no major progress towards cloud-sourcing will be seen throughout 2012. </p>

  <h2>5. Progressive ITO providers will take over infrastructure outsourcing </h2>

  <p>Central and Eastern European ITO providers focused on winning the market share rather than &ldquo;skimming the cream&rdquo; off short-term Service Level Agreements will slowly but surely be building the strong infrastructure capabilities in order to move beyond application development and maintenance work. As a result, 2012 will see more EU companies setting up their IT departments nearshore with ITO providers able to offer the EU-level IT infrastructure and a mutually beneficial networking with other clients. That being said, ITO providers acting as separate High-Tech parks and/or customer-specific Innovation Labs will have a better chance to win clients in 2012 than their “old school” competitors. </p>

  <h2>6. Increased Backsourcing activity will be observed </h2>

  <p>More than 10% (cumulative) of the EU IT outsourcers polled reported <a target="_blank" href="/bitrix/redirect.php?event1=&amp;event2=&amp;event3=&amp;goto=http%3A//ciklum.net/it-outsourcing-knowledge-center/white-papers/intercepting-backsourcing/" >backsourcing</a> their operations back in-house or to a different ITO provider onshore and/or nearshore as a response to their outsourcing issues in 2011[8]. In 2012 more companies are expected to pull the trigger on this in search of more transparent pricing options, better access to resources and engagement models’ maturity. This generally suggests that the European ITO service providers should be on the watch for backsourcing companies as they can be a good addition to their client portfolio. </p>

	<title>The IT Outsourcing Journey 2011: A Year In Review</title>

  <p align="left">Back in 2010 <a href="/bitrix/redirect.php?event1=&amp;event2=&amp;event3=&amp;goto=http%3A//cio.com" target="_blank" >CIO.com</a>, one of the world&rsquo;s leading online platforms for IT leaders, presented some of its forecasts for the 2011 state of affairs on the global IT Outsourcing (ITO) market. In general, the year 2011 was to be marked largely by an overall upheaval of the outsourcing activity, smaller contracts, extensive yet somewhat chaotic implementation of Cloud-related solutions and a decreased quality of IT projects[1]. </p>

  <p>Some IT gurus believed that 2011 was to be the end game of the IT as an in-house owned asset with only some degree of outsourcing and the start of most businesses’ transitioning towards having every aspect of their IT operation fully dependent on external providers and their expertise[2]. </p>

  </p>

  <p></p>

  <p>Because the European Union outran the United States by the total value of the ITO contracts in 2010, many experts predicted 2011 to be the year of a much tougher competition between Europe and the USA in terms of ITO deals[3]. However, according to <a href="http://www.itsourcing-europe.com/" >IT Sourcing Europe</a>, a European ITO market intelligence company, 2011 demonstrated a substantial decline in the EU’s ITO and Business Process Outsourcing (BPO) transaction volumes. The slowdown in the European outsourcing activity occurred to a certain extend as a result of the EU currency crisis and the economic recession in its second-tier member states. </p>

  <h2>GLOBAL IT OUTSOURCING DRIVERS IN 2011 </h2>

  <p>
    <br />
  </p>

  <p>At the onset of 2011 <a href="http://www.gartner.com/" >Gartner</a>, the world’s leading IT research and advisory company, anticipated an accelerating change on the global ITO landscape driven by three key factors[4]: </p>

  <p>
    <br />
  </p>

  <ul>
    <li>
      <div><b>Hypercompetition</b> reflected in extreme cost-based ITO decision-making as a result of previously shrunken IT budgets, high levels of renegotiated ITO contracts and more viable choices (such as nearshoring versus traditional offshoring, multi-sourcing to niche providers versus stand-alone single-sourcing, etc. ) </div>
    </li>
  
    <li>
      <div><b>Consolidation</b> reflected in accelerated acquisitions (e.g., HP - EDS, Xerox &ndash; ACS, Dell – Perot, Deloitte - BearingPoint) and enhanced Cloud engagements </div>
    </li>
  
    <li>
      <div><b>Innovation</b> reflected in ITO service providers’ rapid responses to systemic changes in high-tech sector as well as increasing usage rates for Software as a Service (SaaS), Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Cloud and Utility models exceeding those for traditional project-based services </div>
    </li>
  </ul>

  <h2>KEY OBSERVATIONS ON THE EUROPEAN IT OUTSOURCING LANDSCAPE IN 2011 </h2>

  <p>
    <br />
  </p>

  <p>Reviewing the actual state of affairs on the European ITO market, the following trends and corporate behavior patterns have been observed over 2011:</p>

  <p>

  </p>

  <p><strong><font size="4">1. Small IT Outsourcing Deals</font> </strong></p>

  <p>
    <br />
  </p>

  <p>According to IT Sourcing Europe’s &lsquo;<a href="http://www.itsourcing-europe.com/IT_Outsourcing_Reports.html#Pan-European_ITO_Report_2011" >Pan-European IT Outsourcing Intelligence Report 2011’</a>, the prevailing majority of the EU’s ITO contracts did not exceed EUR 49K in value in 2011.</p>

  </p>

  <p><font size="4"><strong>2. Diving for Dollars and Resources</strong></font> </p>

  <p>
    <br />
  </p>

  <p>In 2011, cost reduction remained the Number 1 reason pushing the EU companies to &ldquo;pull the trigger&rdquo; on the sourcing activity[5]. Pressed to cut IT budgets and/or reduce operating costs by C-Suite or top-tier investors, European companies became more eager to reconcile their original ITO contracts to avoid further over-payment and hidden agenda. Additionally, they became more eager to replace their current vendors with those able to provide more transparent delivery models and pricing structures[6]. </p>

  </p>

  <p>Another big driver of ITO decisions in Europe was the shortage and/or high cost of domestic IT resources. For instance, according to the latest research conducted by <a href="http://www.e-skills.com/" >e-Skills UK</a>, the Sector Skills Council for Business and Information Technology, in UK the proportion of IT professionals under 30 has declined from 33% in 2001 to 19% in 2010[7]. At the same time, the proportion of those over 50 has almost doubled to 17% in 2010, compared to 2001[8]. </p>

  </p>

  <p>In 2011, the UK’s IT and Telecom sectors lacked 110,000 new entrants to keep up with the demand[9]. In comparison, Germany lacked 117,000 ICT specialists in 2011[10]. </p>

  <p>

  </p>

  <p>Overall, according to IT Sourcing Europe’s “<a href="http://www.itsourcing-europe.com/IT_Outsourcing_Reports.html#Pan-European_ITO_Report_2011" >Pan-European IT Outsourcing Intelligence Report 2011</a>”, the demand for external IT talents was rather high within the EU in 2011 (see Fig. 1). </p>

  <p align="left"><font size="4"><strong>3. Cloud-sourcing Not Yet a Mega Trend</strong></font> </p>

  <p><font size="2">In 2011, Cloud-sourcing remained just another buzz word and did not become a hot trend in Europe despite numerous predictions[11]. Although Cloud and SaaS solutions were the least outsourced areas in 2011, the number of Cloud-sourcing companies increased significantly in most of the EU countries, compared to 2010[12] (see Fig. 2). </font></p>

    <br />
  </p>

  <p><font size="2">The underlying reasons why cloud computing did not yet become a mainstream IT delivery platform in 2011 are as follows: </font></p>

  <p><font size="2">
      <br />
    </font></p>

  <ul>
    <li>
      <div><font size="2">There was very little evidence in the marketplace able to convince most of IT decision makers that Cloud-related investments and deployments are really “transformational” in nature (to date, most of them have only been “experimental”) </font></div>
    </li>
  
    <li>
      <div><font size="2">Companies still lacked substantial knowledge on how to accurately assess and mitigate risks in Cloud-related operations </font></div>
    </li>
  </ul>

      <p><font size="3"><font size="2">In 2011, more European ITO service buyers began to move away from outsourcing single functions or processes on a stand-alone basis to combining multiple processes and functions in their outsourcing engagements and developing innovative ways of managing multi-vendor environments. Additionally, multi-sourcing became the preferable outsourcing model due to the higher bargaining power that ITO buyers have over their niche providers.</font> </font></p>

      <h2 align="left"><font size="4">5. Strive for Independence from Vendor’s Project Management</font> </h2>
    
      <h2 align="left">
        <br />
      </h2>
    
      <p>Back in 2010, the vast majority of European companies reported their fear to lose managerial control of own IT projects among the key barriers in ITO adoption[13]. Thus, in 2011 more IT outsourcers engaged with their service providers via innovative business models such as <a href="http://ciklum.net/it-outsourcing-services/own-dedicated-nearshore-offshore-software-development-team-Eastern-Europe-Ukraine-Belarus-Pakistan/" >Own Development Center</a> allowing maximum IT project management control, timely delivery and economy of scale. In addition, more European ITO buyers were fully or partially involved in IT talent selection and salary negotiations in 2011, compared to 2010[14]. Such practices generally help ITO buyers to build own loyal remote IT teams in full compliance with their corporate culture, mission and business goals which is proven to lead to the improved team work efficiency and IT project quality.</p>

      <h2 align="left"><font size="4">6. Mass Migration Nearshore</font> </h2>

      </h2>
    
      <p><font size="3"><font size="2">During 2011 most of the European IT companies transferred their IT / software development functions nearshore versus offshore[15] (see Fig. 3).</font> </font></p>

        <p><font size="3"><font size="2">As seen from Fig. 3, even the United Kingdom that has traditionally outsourced to India shifted its sourcing focus to Central and Eastern Europe. Offshore delivery capabilities proved to result in decreased product quality and communication problems[16].</font> </font></p>

        <p><font size="+0"><font size="2">2011 was the year of big changes in the European IT outsourcing journey. Many corporate IT decision makers stopped perceiving outsourcing as an immediate cost reduction tactic and started plugging it into business processes and long-term IT strategies ensuring access to cutting-edge technology and in-house knowledge building. Blended with the focus on highly competitive emerging markets in Central and Eastern Europe and increasing need of resources, innovation and faster time to market, the strategic use of outsourcing will soon determine new dimensions that the organisations will need to develop additional competencies and derive maximum value along the outsourcing value chain in the near future</font>.</font></p>
